Simply this is to stop countries that support the ISIS in Syria and Iraq with money, men and arms.
Such countries which support the terrorist organizations are acting against the principles of human rights and the UN international mandates.
Warning should be sent by the UN to these countries and if they do not stop their support to the ISIS they should be considered under chapter 7 mandate.
